ABSTRACT

This article is a continuation of the series of articles devoted to the creation of industry-specific practical methodology of supply chain planning of industrial enterprises (case of iron and steel complexes).

The article studies the process of tactical supply chains planning of metallurgical companies. Based on the analysis of SCOR and GSCF processes, the following is proposed: improved process of tactical supply chains planning; the algorithm of optimal balancing of supply and demand in supply chains of industrial enterprises determined on the basis of the interactive layer-by-layer optimization method allowing to reserve logistic capacities for priority orders and to carry out the optimal distribution of the remaining capacities between other orders.

Scientific survey is based on fundamental and applied developments of domestic and foreign scientists in the field of economic theory, management theory, logistics theory and supply chain management, methods of mathematical modeling, business process modeling methodology, system analysis, operations research and expert evaluation methods.

As a result, the study reveals the shortcomings of tactical supply chain planning description in SCOR and GSCF; and proposes an improved process and method of tactical planning.

ABSTRACT

In the article current condition of Russian metals industry is analyzed, the efficiency is evaluated and the internal and external factors, which determine Russian iron and steel companies’ competitive edge at global and domestic market, are brought to light. For the purpose of finding the additional reserve of Russian iron and steel companies’ effectiveness improvement, the analysis of the companies’ logistic strategies and their realization tools was undertaken. Moreover, the internal factors which increase iron and steel companies’ supply chains sensitivity to logistic risks are reviewed. Then, the main problem areas in their functioning and potential development ways are determined.

As follows from the analysis of current investigations in the field of logistic risks management in supply chains, supply chain event management and system approach principles the logistic risks classification in supply chains was developed. Based on it, risks identification procedures realization, risk management policies development and logistic controlling system design are proposed.

ABSTRACT

Market conditions changing led to a significant transformation of the supply chain management system of leading metal companies. The paper contains the results of the study conducted by the author on the systematization and formalization of specialized approaches to managing supply chains of leading metal companies and their relationships, comparing these processes with the standard supply chain management models SCOR + CCOR + DCOR and GSCF. The analysis formalized the main directions of the methodology development of supply chain planning in terms of adapting to the specific of metals including: the reorganization of relations of existing planning processes in accordance with best practices in the industry planning; consolidation of models CCOR, SCOR and DCOR in a single system of supply chain planning processes; refinement steps of the planning process, and the introduction of additional, if necessary; formalization of methods and planning models; definition of requirements for information technology support. It was noted that the requirements for systematization and development of the planning methodology are defined by the needs of its application to ensure the competitiveness of Russian metal companies in a tough fight in the global market.

ABSTRACT

The article analyzes practical aspects of tactical planning process implementation using the methods and mathematical programming models at pipe producer.

A review of terminology, including terminology of basic concepts of supply chain management - SCOR and GSCF is provided. The importance of organizing effective tactical planning at industrial enterprises in connection with the ongoing trend in the complexity of the material, financial and information flows in their supply chains is highlighted.

Overview of past and present of Russian pipe producer as well as an overview of its development programs are provided. A key risk of the development program is defined as unsynchronized and unbalanced flow of materials through the supply chain. This notes the need for organizing effective tactical planning.

The analysis of the traditional process of tactical planning and its relationship with other levels of planning is conducted. Problem areas were identified. The basic principles of advanced tactical planning process are defined, including: feasibility of the plans; holistic view of the supply chain; optimality; performance.

Tactical modelling technology of supply chain is defined. The recommendations for the organization of an iterative approach for the creation of a model are provided, which is the gradual complication of the model as the implementation phases of the project. The results of the zero phase of the project at the pipe company are presented.

In conclusion, there are the results achieved in the whole pipe company, recommendations for the implementation of improvements.
