ABSTRACT

The change of the world economy into the state of high turbulence accompanied by market disruption and business activities decline makes the state respond to the ongoing processes through enhanced capabilities of its regulative systems.
One of the key roles in the regulator compensator policy implementation is delegated to the system of state regulation of foreign trade activities (FTA) which is at the junction of the national economy and the world economic space. The main point of foreign trade regulation parameters adjustment is changing conditions of goods movement across the customs border. It is very important for FTA traders to realize how the system of state regulating in foreign trade is organized and what is the range of driving effects it generates, to conform their corporate management policy of trans-border commodity flows with the changing conditions. The state regulation of foreign trade activity process in its semantic, structural and functional aspects is revealed in order to create these views based on the analysis of the normative sources and generalized practical experience. The legal basis for the participants relationships of the concerned process which causes their imperative character is analyzed. A generalized model of state regulation of foreign trade activities which demonstrates the features of passing control signals and converting them into a response of the controlled system is offered. As a result of the undertaken investigation it is established that the state regulation of FTA is a nonlinear multivariable adoptive system with the control elements operating by precedents. It is shown that the optimal operation of the system is achieved at the level of nominal exposure which corresponds to the linear section of the transfer curve of the control device.
