ABSTRACT

 The article defines and details the stages of development of transport communications in the regions of the Arctic zone of the Russian Federation. The results of the quantitative analysis of the indicators characterizing the activity of cargo delivery to the areas of the Arctic zone are given. It is determined that the transport and technological systems for the delivery of goods to the Arctic regions of the Russian Federation which have developed to date, are mainly oriented toward such kind of cargo as minerals and their derivatives.

The definition of the transport and technological system of delivery of goods is given, taking into account the industry specifics, and also various characteristics of classification of such systems are considered. Using the above symptoms, it is possible to reliably identify priority transport and technological systems. The factors influencing the low demand of a number of transport and technological systems of cargo delivery are described.

A detailed analysis of a number of program documents necessary for stimulation of cargo turnover and as a consequence, formation of new more efficient transport and technological systems of cargo delivery is given. The key development factors of transport and technological systems for the delivery of goods to the regions of the Arctic zone of the Russian Federation are formulated.

ABSTRACT

The article is devoted to the topical problems of the wide development of the Arctic zone of the planet by the Russian Federation; these problems are of great importance in the context of increasing international competition and tightening economic sanctions against Russia by the EU, Canada and the United States. The prospect of a kind of revolution in global logistics has long attracted the attention of the Arctic States, whose borders are relatively far from the Arctic circle. We are talking primarily about China, India, Japan, South Korea, Singapore etc. (a total of 12 countries), that today have the status of permanent observers of the Arctic Council. The directions of scientific research and practical projects of these countries in the Arctic are analyzed.

In these circumstances, Russia faces the task of protecting the Arctic region as a national resource base and transport artery in an economically feasible way, relying on the capabilities of modern logistics. The current situation in the world requires our country, first of all, to strengthen its power capabilities in the Arctic region. However, this should be implemented with the help of innovative logistics technologies, seeking to improve the economic efficiency of the problem. Innovative Russian logistics technologies that can significantly enhance the competitive potential of Russia in the Arctic region are considered. The supply chain management (SCM) paradigm is proposed as a methodological basis which provides for the achievement of the intended result not only and not so much the intensive use of existing ones, but also the ability to constantly produce new competitive advantages. The authors ' proposals will contribute to the growth of domestic oil quotes in the European markets, to the activation of domestic and foreign investments in the construction of the Northern sea route, will strengthen the economic and national security of the country
