ABSTRACT
In different countries there are several economic, legal and administrative measures which slow down the international trade and transport development which ultimately leads to an increase in transport costs in the final goods price.
Due to the development of the Eurasian Economic Union (EAEC) the question of the transport market opening expediency becomes crucial. What is the optimal openness market degree in the interests of the transport sector and the economy as a whole? What are the tools for the market opening level evaluation?
In recent years Russia together with partner countries went a long way of the transport markets liberalization through the integration processes within the framework of the EAEC, the Shanghai Cooperation Organization (SCO), the Organization of Black Sea Economic Cooperation (BSEC).
In this study methods for assessing market openness were investigated and the basic laws of the bilateral agreements development between the parties were determined. Careful attention was paid for the method QUASAR, its use for the market openness evaluation of transportation by air market and transposition algorithm of the method to freight services road market. In addition, recommendations were allocated for further development of the freight road market.
