ABSTRACT

These days we can see a growing interest in city logistics. Agglomerations struggle with increasing transport flows which inevitably leads to traffic jams and ultimately to the emergence of road closures. Modern information technologies are of great importance in regulating such flows. Smart cities initiative which addresses numerous issues regarding information, technology, and communication in urban planning is related to these technologies. This concept has become increasingly popular among researchers from all over the world. Within the framework of city logistics, various tasks are solved in terms of content, including the problem of traffic regulation. Simulation technologies can serve as an excellent instrument to see how the implementation of intelligent transportation systems resolves this challenge. This article presents the results of applying an algorithm based on simulation of a transport infrastructure object which does not only provide a noticeable road congestion reduction but also a decrease in time spent by passengers in cars during traffic jams. Approximate calculations of socio-economic effects generated by implementation of the developed algorithm confirm the economic feasibility of its application in urban transport systems of megacities.

ABSTRACT

 

The aim of the work is to study the dynamics of indicators and develop recommendations for improving the economic security system of the transport complex. The subject of the study is the economic security of the transport complex as a necessary condition for the economic development, ensuring the country’s integrity and defense capability and improving the population living standards.

 

In the research process, general scientific methods and an improved indicative method were used, based on a comparison of the actually achieved values of the safety indicators and their threshold values.

 

As the analysis showed, the financial and economic crisis of 2008-2010 had a strong negative impact on the economic security of the transport complex. The currency and socio-economic crisis that erupted in 2014 was less noticeable. The beginning of economic growth contributed to the increase of indicators of economic security.

 

There is currently no threat to economic security. Nevertheless, it is necessary to take into account that one of the indicators, “passenger transportation” has negative dynamics and has already reached the threshold value. This indicates the possible emergence of a threat to economic security in the future.

 

Economic security is adversely affected by restrictions reducing transport efficiency. Many restrictions can be eliminated by digitalizing the transport complex.

 

The study showed that at present, Russian companies, especially transport companies, do not exploit the possibilities of digital technologies. The accelerated implementation of modern information technologies will lead to an increase in the main indicators of the state of the transport complex economic security.

Particular attention should be paid to increasing passenger traffic. To solve these problems, it is necessary to develop state programs aimed at stimulating population mobility.

ABSTRACT

 Nowadays the growth of megacities is considerably constrained by their poor condition and inefficient functioning of various elements within the urban transport systems. Being the modern area of study, city-logistics solves the problems of traffic and ridership management. However, it is also necessary to expand the transport infrastructure, which could optimize the time of multimodal transportation. The projects of transport hubs development are becoming increasingly important. They act as the integral element for cooperation of urban passenger transport and improvement of passenger services quality. Generating significant public effects, these projects are highly effective for both investors and society as a whole. Using the available techniques, the authors of this article assessed social effects (positive externalities) for the development project of transport hub "Devyatkino" in St. Petersburg. Social effects include travel time minimization, mobility growth and transport safety enhancement. According to the results of the project assessment, it was established that the share of state funding could be increased, which differs from the project developers’ standards.

ABSTRACT

Effectiveness of urban transport systems development is a necessary condition for agglomerations economy development. Urban transport systems should provide rapid and comfortable passenger transportations. They must comply with the requirements of high performance and hourly transport accessibility. The purpose of urban transport system management is to provide compliance with these requirements while minimizing the total social costs. The assessment of urban transport systems effectiveness should consider both multiple social effects resulting from their functioning and the total social costs that include a number of externalities. Social effects include an assessment of travel time reduction, the growth of mobility and population economic activity, the growth rate of the agglomeration economy. The necessity to develop common approaches to the assessment of these effects and their application in the strategic planning of agglomerations development becomes obvious. The paper deals with the problems of multimodal passenger transportation development on the example of St. Petersburg agglomeration. The calculation model for estimation of sales integration economic effect is offered.
