To the Issue of Formation of Educational Programs Taking into Account Professional Standards in Logistics and Supply Chain Management

ABSTRACT
Standardization of labor activity in Russia has begun since the May presidential decrees in 2012. It is assumed that professional standards should be a key element of the system of professional qualifications. Their application will facilitate the identification of labor functions, personnel certification, developing staffing tables, job descriptions and job evaluation. Actualization of the federal state educational standards based on professional standards synchronizes standards in professional and educational activities.
Professional standards are being developed and tested by associations of employers, professional societies, educational organizations and other stakeholders. The budget financing of professional standards development is provided only for allocated areas of activity, the other professional standards are developed on its own initiative, i.e., at the own expense of the developer.
To date there are a bit professional standards in the field of logistics and supply chain management. This is due to the low activity of the employers and to the requirements for a unique labor functions as well as it is connected with mostly sectoral focus of professional standards and with the absence of the concept of «Logistician» and «Logistics» in the regulatory framework.
Besides, judging by the approved professional standards, it seems that not all employers have the information about the educational programs in the field of logistics and supply chain management.
The paper discusses the current state and prospects of further harmonization of professional and educational standards. As well the article presents the legal framework and comparison of the structure of professional and educational standards, the analysis of approved professional standards in the field of logistics and supply chain management and the key problems connected with updating of professional educational programs in line with professional standards.
