ABSTRACT

 Consideration of the supply chain from the point of view of objective understanding as a set of individuals and legal entities, interacting specifically and precisely in material, financial and information flows, presupposes the availability of a tool for fixing the rules for interaction of such parties. Such a tool already exists, it is a contract / agreement / agreement of the parties. It is the contract model of the supply chain that is of great importance in the process of value formation of the product, as it can be considered as a legal documental basis for mutual arrangements for the supply chain. Contract management tasks in the supply chain in terms of the optimal contract model choice are formalized it the paper for the first time as decision-making tasks under many criteria. This format of models allows to consider risks that can be formalized in the form of separate individual criteria. It is shown that a dimensionality phenomenon is associated with problems of this type which can be eliminated on the basis of a transition to new formats for the presentation of estimates of particular criteria: 1) the format of generalized selection criteria; 2) to the standardized form of the problem of choice. For both approaches, tasks of multicriteria choice of the contract model are formalized.

ABSTRACT

This article is a continuation of the series of articles devoted to the creation of industry-specific practical methodology of supply chain planning of industrial enterprises (on the example of iron and steel complexes).

The article presents the results of a survey of the process of operational planning of supply chains for metallurgical enterprises. Based on the analysis of the processes of SCOR and GSCF the following is proposed: an improved operational planning process of supply chains; the method based on the organization process of independent planning of the various supply chain stages in parallel which allows to avoid the situation of unintentional and irrevocable removal of proposals of different planners; a special synchronization algorithm for the plans of various planners. The paper examines the issues of sustainability and risks of the plans.

Scientific survey is based on fundamental and applied developments of domestic and foreign scientists in the field of economic theory, management theory, logistics theory and supply chain management, methods of mathematical modeling, business process modeling methodology, system analysis, operations research and expert evaluation methods.

The study results reveal deficiencies of the description of the operational planning of the supply chain in SCOR and GSCF; suggests an improved process and method of operational planning. In conclusion, an example of successful implementation of the developed approach at TimkenSteel is given.

ABSTRACT

One of the significant conditions of oil and gas industry development is the steady sale of production including its cheap and reliable transportation to the consumer. Taking into account the fact that oil and gas are used primarily in the energy sector, the reliability of supplies is in priority. This determines construction and development of the pipeline network as the most efficient way to deliver hydrocarbons to customers. But due to remoteness of the construction site from suppliers such activities are connected with a number of difficulties. In addition, this process includes development of new territories characterized by unique natural, climatic, geographical, demographic, environmental and other factors that impose additional requirements and complicate the project logistics, contributing uncertainties affecting the project time frame and budget.

This article discusses the methodology of sequential optimization of construction logistics of the main gas pipeline. Considerable attention is paid to mathematical modeling and selection of a supply chain management model. A substantial part is devoted to practical modeling of transport logistics supplying a large-diameter pipe to the head section of the "Siberia Power".

The work shows that according to the results of the analysis and supply chain modeling, it is possible to optimize the logistics budget of the construction site by 10% of the total logistics costs of the project. Also, the article highlights the importance of the risk component caused by the peculiarities of each individual construction site and uncertainty factors that can vary at different stages of the project in different ways, which makes it impossible to use linear dependencies for their forecasting and leads to a spasmodic increase in risks. So, one of the few effective methods for predicting deviations is a scenario analysis based on a multifactor model.

ABSTRACT

The typical feature of the oil market of the Atlantic region, the North and Baltic Seas is significant prevalence of imported raw materials over domestic oil refining, and the oil production dynamics over the past few years does not suggest a significant production growth in the future. This circumstance determines specific features of the logistics of oil transportation to the Atlantic region, the North and Baltic Seas refineries. Availability of Druzhba’s oil pipeline system enables to use the trunk pipelines for Russian oil supply to regional refineries without a marine pass, which makes the process independent on weather conditions. So oil supplies via Druzhba are crucial for the region.

Marine oil transportation to the Atlantic region, the North and Baltic Seas market has a number of advantages. That is why refineries in many countries have crude oil supplied via European oil trunk pipelines that receive oil via marine port terminals. The paper describes the transport infrastructure of oil pipelines sea terminals, shows modern distribution of oil refining facilities in the European continent, and studies the procurement volume arriving to refineries of the region via the Atlantic region, the North and Baltic Seas transportation system. A considerable part of refineries in the maritime countries is located in close proximity to the oil port terminals. To develop efficient programs of crude oil supply to the Atlantic region, the North and Baltic Seas, the infrastructural opportunities provided by these economic entities are studied in the paper. The findings reveal that the port infrastructure of states in the Atlantic, North and Baltic Seas region water area is able to receive VLCC class tankers. Using the quantitative analysis method, we review the developments in oil refining facilities and oil refining volumes in the region. We singled out the main groups of countries participating in the global oil market. Despite a drastic capacity loss of the regional refineries the total volume of oil refinery in the Atlantic, North and Baltic Seas has an upward trend. Development of this process will lead to an increase in imported oil flow and will provide an additional load of the region’s transport infrastructure.

ABSTRACT

The article examines topical issues of information and analytical solutions for assessing the management affect on the functioning of retail network operators supply chains in order to increase the profitability of the business. For this purpose, special attention is paid to the use of visual analytics information systems, Visual Data Discovery (VDD).

 It is crucial to note the importance of creating a harmonious man-machine complex, providing a synergetic effect in improving the efficiency of supply chain management of the logistics network.

 Solutions are suggested for   a number of analytical tasks to identify trends in the functioning of supply chains, as well as the assessment of control effects on the logistics network using matrix methods of analysis is proposed.

The purpose of the work is developing solutions for the creation of human-machine complexes of information and analytical decision support in the supply chain management of retail network companies.

According to the author, in modern conditions, it is extremely difficult to achieve high-quality supply chain management, and as a result, it is difficult to create competitive advantages of a company without information and analytical support for the management of logistics processes in a network trading company.

ABSTRACT

The virtualization of the market has provoked a change not only in the market environment, but also in the institutions of logistics and other applied disciplines (marketing, management, etc.).  These changes are global in character, determining the institutional transformation of markets, regardless of the participants’ and regulators’ will .  Their appearance is due to external causes, so they are difficult to interpret within traditional endogenous methodology of logistics management.  Therefore, the exogenous approach was used as a methodological basis for the study.  The object of analysis was the production of consumer goods as the primary source of network commodity circulation and associated logistics processes.

In the network economy, logistics has become one of the most transformable spheres of economic activity.  Today, the theory lags behind practice.  Logistical innovations spontaneously arise under the influence of consumer demand and market conditions.  They underlie the competitive advantages of market leaders, but only become common property after the loss of their innovativeness.  Then the secrets of market leaders are revealed, spread and innovations become part of the theory.

The main result of the study is the justification of the thesis that in the virtual market conditions the priorities of logistics management are fundamentally changing.  Consumers from an object of market influence are transformed into its subject, taking away this role from sellers, defining parameters and setting the framework for market offers.  The logistics model, in which the logistics chain triggers a management decision, gives way to a model where consumer demand is the source of the launch of logistic processes. Four key factors determine the institutional transformation of logistics: virtualization of markets, transactional competition, sales customerization and logistics providers.  The new reality requires a revision of the fundamentals of the theory of logistics.  This is due to the fact that in institutional practice, institutional changes already determine the competitiveness of the subjects of the virtual market.

 Transport efficiency assessment today is an important issue of modern logistics management. According to the summarizing of different literature sources, transportation occupies the biggest part of total logistics costs.  The challenge of designing efficiency transportation indices deserves special attention. Hereby some questions still need consideration, such as what an assessment system should look like? What issues should be considered while conducting analysis of transportation activity? Is there any complex of assessment indices that could be proposed? The article attempts to answer all these and other questions of logistics management based on works of Russian and foreign researchers. ABSTRACT

Nowadays, it is necessary to capture accumulate, analyze and manage a huge amount of data while managing logistics processes. However, the world’s amount of data is generated with an exponentially growing pace and current IT tools are becoming inadequate. To solve potential problems, the Big Data concept was created. The idea is to accumulate, store, analyze and manage the amount of data that significantly exceed the functionality of traditional systems. The article touches upon the definition of Big Data and Big Data Analytics, which include modern techniques for processing big data sets to search for hidden pattern which allow making better decisions and improve business efficiency. In addition, the article examines the main approaches to the systematization of types of analytics and analytical techniques used to process data and generate conclusions for decision-makers. The author considers the influence of different cases on processes in supply chains. However, despite the benefits already achieved in the implementation of Big data processing technologies, further development of the implementation methodology is required.

ABSTRACT

The article considers the organizational and legal aspects of global competition, economic turbulence, new challenges and limitations of the problem of public-private partnership. The use of supply chain potential in public-private partnerships was proved necessary under objective conditions and specific features. The possibility and expediency of deepening the functionality of a private partner in public-private partnership on the basis of using the principles of a logistics approach is assessed.

Approaches to the content of the supply chain potential in the context of effective development of the country and investments in human capital have been determined in the public-private partnership.

It is shown that the development of integration processes of public-private partnership and supply chains creates completely different opportunities for enhancing the motivation of social activity of the business, rationalizing the organization and using socially responsible investments.

The conducted research allows to define the conceptual scheme reflecting the process of forming a new approach to investing public-private partnership in the context of an extremely difficult external and internal conjuncture based on logistics principles and the use of common information space for supply chains

ABSTRACT

The article looks at the main aspects of supply chain strategic planning in the context of designing, reengineering and optimization of its network structure. The article reveals actuality of supply chain configuration and redesign, and its influence on economic results of the chain agents. It is shown that nowadays network design is based on a fairly well tested technology, methods and IT-support that were put to test in real practice of leading companies. The key issues subject to solving during design process are considered; recommendations on efficiency assessment in volatile market environment are given.

The article provides examples of strategic demands differentiation, benchmarks and reference models when determining parameters of basic supply chain configuration and redesign.

The article structures the sequence of planning and design stages of an optimal supply chain network structure based on strategic focus, prognosticated trends in supply chain management, implementation control, adequate organizational changes in a focus company and SCM structure; integrated information support.
